    Civic Will

    Everything is a problem for the poor and powerless. Pakistan too, like many other states that are entrapped in debt, dictation and democracy crisis has no dearth of problems. Our geo-political location in the post 9/11 world just adds to the enormity, complexity and diversity of an endless list of obscurities. Very often development pundits including policy and research experts suggest with absolute conviction, the prescription of political will as a panacea to almost all socio-economic problems which in turn have their roots in power structures of all kinds. Political will, no doubt has its own wonders but by no means can it act as a magical wand for disentangling all dilemmas.

    A lot of new attention to development issues is focused on Governance. Financial and technical supports of all imaginable forms are being diverted and directed to reconstruct and renovate the systems of governance. There is nothing wrong in being innovative and challenging the existing norms. But, one must be aware of the possibility of strengthening of the existing power structures as the yield of this entire exercise. Further, why so much time and other resources by endowed to transform as ignorant group into informed agencies. Why not invest on those who are survivors of all forms of socio-economic violence in a third world country?

    We need to look into the peoples' problems with people, eyes. We need to explore the charisma of civic will. Let civic will take the lead. The planet earth may become a better or at least a more tolerant place to live in.
